Overview

The East Otay Mesa Specific Plan provides a comprehensive vision for approximately 3,000 acres of land within the southwestern portion of unincorporated San Diego County, immediately adjacent to the United States-Mexico border and new border crossing facility. Working with multiple land owners and entities, this area required complex land planning, traffic forecasting, and advocating on behalf of our clients with multiple agencies to achieve entitlements and ultimately construction permits within the Specific Plan area. Stevens Cresto Engineers has prepared and processed ten tentative maps, representing nine different developers within the specific plan area, that have attracted key tenants such as Amazon and FedEx to East Otay Mesa. Stevens Cresto has also prepared and processed multiple tentative map revisions, major use permits and site development permits on those same properties as well as others. All discretionary permitting efforts included water quality calculations, and hydrologic, and hydraulic analysis. Successful entitlement efforts have led to several Grading and Public Improvement permits throughout the specific plan area.  The design of multiple miles of public roadway improvements involved close collaboration with agencies for public utility coordination, including the planning and design of roadway geometrics and intersections.  Stevens Cresto provided the design and construction support for over a mile of 24” steel transmission water main in close coordination with Otay Water District.  Creative solutions to drainage and water quality measures have included vegetated flood control drainage channels, navigation through environmental mitigation wetland approval process, and providing biofiltration systems that combine water quality and storm water detention facilities for both MS4 hydromodification and mitigation of peak flow increases.
